Hilary M. Graham is a director and shareholder with the law firm of Hoffmann, Parker, Wilson & Carberry, P.C.  Hilary practices in general municipal representation, special district representation, urban renewal authority work, and various other local government entities, such as downtown development authorities.  Hilary is well versed in contracts, land use and zoning, constitutional law, licensing, open meetings and open records issues.  Hilary’s representation of Colorado clients includes regular work on the following:

  • Initiative, referendum, and recall questions
  • Complex annexation, land use and development matters
  • Drafting home rule charters and amendments to existing charters
  • Municipal and special district elections, including TABOR questions

Prior to joining Hoffmann, Parker, Wilson & Carberry, P.C., in 2016 Hilary worked as the Deputy City Attorney for the City of Westminster for several years.  Before that, from 2003-2010, she worked as an associate attorney in a prior iteration of this firm, Hayes, Phillips, Hoffmann & Carberry, P.C. Immediately after law school, she served as a judicial law clerk to the Honorable Raymond D. Jones at the Colorado Court of Appeals.
